Guide · checked October 23, 2026
"Can I open a smoke shop at 18" is another of Google's own completions, and it mixes two different ages. The federal minimum age to buy tobacco and vapes is 21 — that rule governs your customers, and your staff's ID checks. Owning the business is a separate question, and no federal law sets a minimum age for holding a retail tobacco license.
The practical sequence is the same at 18 as at 48: clear the state stack in the free checker, verify the city in writing, then sign. If a specific application asks your age, answer it exactly — an accurate application from a young owner beats a borrowed name at any age.
General information only, not legal advice. Age clauses live in individual state and city rules; your state page carries the checked date for the row it prints.
