The state layer is computable, and we compute it: licenses, fees, directories, flavor bans, origin bans, hemp status — each dated and sourced on your state page. The city layer is not computable from a desk: it turns on parcel measurements and, in some cities, a hearing. So the checker ends every verdict with the city worksheet — the six steps, in order — and city sheets for 50 metros where we have verified the local numbers.
