Six states ban flavored vapes statewide, and they do not ban the same things. Massachusetts bans all flavored tobacco including menthol cigarettes. California bans flavored tobacco and — from January 1, 2026 — every disposable vape, flavored or not. New Jersey and New York ban flavored e-cigarettes. Rhode Island's ban lost its menthol exemption on January 1, 2025. Utah's flavored e-cigarette ban took effect January 1, 2025. The District of Columbia bans flavored tobacco as well.
The Truth Initiative counted more than 400 local flavored-tobacco restrictions in Q3 2025 — including 183 in Massachusetts and 156 in California — in cities like Chicago, Denver and Columbus. A state page on this site can tell you there is no statewide ban; your city sheet and the zoning-office call decide the rest. Oregon is the cautionary tale: its supreme court upheld a county flavor ban in 2026, so county law is real law for a shop inside it.
