A state license answers "may I sell tobacco?" A city answers a colder question: "may a smoke shop exist at this address?" Cities answer it with distance — a required separation between your parcel and schools, parks, churches, childcare centers, and other smoke shops — measured property line to property line, not door to door.
| Place | Rule | Date |
|---|---|---|

| Utah (statewide structure) | Tobacco specialty business: 1,000 ft from community locations, 600 ft from another tobacco specialty business | Utah Code §10-8-41.6 |
| Harnett County, NC | 2,000 ft from schools; 1,000 ft from churches, parks, other shops; conditional zoning + site plan | UDO amendment, Oct 19, 2026 |
| New Haven, CT | 1,000 ft from schools, houses of worship, parks; new city license | Effective Sep 1, 2025 |
| Plain City, OH | 1,000 ft from homes, schools — and each other | Ord. 16-2025, Jun 9, 2025 |
| Baltimore, MD | 750 ft from schools, rec centers, parks, other smoke shops | Zoning update, 2026 |
| Selma, CA | 600 ft from homes, schools, parks, churches, other smoke shops; conditional use permit only | City ordinance |
Our city rule sheets cover 50 metros; where we have verified a rule, the sheet prints it with its citation. Where we have not, the sheet gives you the six-step verification worksheet instead of a guess. The kit's lease red-flag checklist turns these numbers into a pre-signing routine.
Included in the $49 Opening Compliance Pack
The worked filing packs, the lease red-flag checklist keyed to distance rules, the city verification worksheet and the zoning-verification letter template are in the Opening Compliance Pack.
